How were these pictures done?

A regular digital image was taken of different people

This was imported into Adobe Illustrator

A new layer was made on top of the picture.

The key thing is that this was done with a Wacom Cintiq graphics tablet - this allows drawing right on the screen.

Tracings were made over the picture using block shapes
